There are many references in comics saying he is the 3rd Smartest man in the world. So who are the two above him.

I don't consider Bruce to be smarter than him, there was a previous post in the Arena, and it was clear that most of the posters felt that Holt's intellect is superior to Waynes.

My next thought would be lex luthor, but if we are talking about Post Crisis Luthor, I really have my doubts on this.

Then I thought perhaps it might be Scott Free, but he is a native of New Genisis . I'm assuming that when they say world they mean earth.

So does anyone know who's above Mister Terrific?

I don't even think Scott would be more intelligent -- he's the world's greatest escape artist, yes, but that doesn't necessarily follow that he has more intelligence than Mr. T.

I would venture that perhaps Will Magnus, inventor of the Metal Men, is one of the two.

Why isn't Luthor smarter than Mr. Terrific? Besides, you're saying "smarter", but the thing is that someone can be smarter in some areas and not quite in others.

I think the problem is that we don't know how he's measuring "smarter." Pure scientific knowledge? I'd say Magnus and Ray Palmer. Tactical and strategizing ability? Bruce Wayne and Lex Luthor. All-around intellect? Hard to say.

Ray Palmer and Will Magnus.

Bruce Wayne has stolen some of Terrific's tech (ie Obsidian Age). That pretty much knocks him a peg or 2 lower than Terrific IMO.

That's a good question. In IC when Mr. Terrific says he's the third smartest man in the world, what definition are they using? I just think it's a pretty interesting question because there are so many super-intelligent heros and villians out there. You guys have already mentioned Ray Palmer, Will Magnus, Batman. I know Slade probably isn't as intelligent as these guys but the guy uses 90% of his brain capacity.

Just because you take someone else's tech doesn't make you less inteligent. It means your not as tech savvy, but I'd still put Bruce's planning abilities above Terrific's.

Well yeah. Mr. T said he was the third smartest man in the world, and as he lives in the DC universe, neither Reed nor Doom are in the ranking system.

How about Steve Dayton a.k.a Mento? With his Mento helmet, it not only grants Dayton telekenitic powers, but I also believe it enhances his intelligence as well.

If you are adding people with that kind of enhancement, you have to remember Thinker and a few others I have blanked on. :sigh: I know they are out there, but my mind lost them. :o

Personally, I would go with Wayne and Luthor, in that order. People like Palmer and Magnus are very intelligent, but they are also focused on one area. And I wouldn't say that Wayne is less tech savvy then Holt. He was inspired by the T-Spheres, but used them in a different way because they fit what he wanted to do. And he managed to come up with OMAC and other things on his own.

Michael's got 3 Phd's. Bruce is smart, but I'd have to say Michael is more intelligent.

I'd probably go Will Magnus, Emil Hamilton and then Michael.

Bruce is more of a Jack of All Trades.

He's a time-travelling villain who has built a few Androids to send against the Justice League, including Amazo and two that turned on him, Red Tornado and Tomorrow Woman.

T.O. Morrow created Tomorrow Woman with Professor Ivo. Also, someone erroneously attributed Amazo to Morrow. It was Ivo who created Amazo.

Well according to Batman/Superman #25 you might be right. Just expose Bizarro to blue kryptonite and he turns into a 12-level intellect.
